Stupid pop-up won't close!?

I am frickin pissed right now because this frickin popup thingy appeared on my screen and when I try to cancel it, it won't cancel. So I clicked 'ok' whih annoys the hell outta me because It still won't cancel. I try to delete my other browser but it won't let me delete! I need your help cuz this is driving me frickin crazy!!
