Whos cruel idea was it to put an "S" in the word "LISP"?

British nobility in the early 1500s. At that time in England, the peasants were called "lisps", and their speech differed distinctly from the nobility. The nobles started calling that sort of speech "lisp speech", and eventually just "lisp".
